Why 54.6V?
48V Li-ion battery = 13S pack. Full charge = 13 x 4.2V = 54.6V. This is the correct charge voltage.

If your 48V battery is LiFePO4 (16S), the charge voltage is 58.4V (16 x 3.65V), not 54.6V. Always check the battery chemistry.
